ChatGPT Ads Eligibility Checklist

ChatGPT Ads in South Africa: What SA Brands Can and Can’t Do Yet.

TL;DR: ChatGPT Ads went live in South Africa on 21 October 2026, and iLEAD et al set up its first ChatGPT Ads accounts and campaigns the next day. Setup is fairly straightforward, but OpenAI’s advertising policies are considerably stricter than those of the platforms most advertisers use. Healthcare and financial services brands face the biggest restrictions. Check your eligibility before you invest in tracking or creative.

Findings as at 22 October 2026. We’ll add to them as our testing continues and as OpenAI’s policies change.

ChatGPT Ads went live in South Africa on 21 October 2026. The next day, the iLEAD et al team set up our first ChatGPT Ads accounts and campaigns to see how the platform works in practice for South African advertisers.

The headline finding is simple. Getting an account running is fairly easy. Getting approved to advertise is a separate question, and for many South African brands, it is the harder one.

OpenAI’s advertising policies are considerably stricter than those of the platforms most local marketers use every day. Healthcare and financial services brands face the heaviest restrictions.

On day one, we ran into ChatGPT Ads restrictions in South Africa that every local advertiser should know about before planning a campaign. If you’re new to the platform, start with our overview of who can see ChatGPT Ads.

How easy is it to set up ChatGPT Ads in South Africa?

Setting up ChatGPT Ads in South Africa is fairly simple. On day one, our team created accounts and configured campaigns, including conversion tracking, without major difficulty. We did hit occasional unexplained errors when saving or publishing. The bigger hurdles are policy eligibility and two operational gaps that agencies and larger brands will notice.

  • One account per advertiser. Each advertiser needs its own ChatGPT Ads account, with access granted to additional users where needed. There is currently no central agency management structure like the manager accounts (MCC) that Google Ads offers.
  • Credit card billing only. In our testing, the platform only supported credit card payments. There was no option for invoiced or consolidated billing.

New self-serve accounts may also face early limits. OpenAI’s campaign documentation notes that some new accounts can initially advertise only in their home country.

Does a working ChatGPT Ads account mean you can run ads?

A working ChatGPT Ads account does not guarantee that a business can run ads. OpenAI reviews business verification, domain eligibility, industry eligibility and each creative separately. An advertiser can complete setup and build a full campaign, and still be ineligible to serve ads.

OpenAI’s troubleshooting guidance confirms that a registered or licensed business is not automatically eligible for every advertising category or market. It also notes that an ad can pass review and still be blocked from serving in the countries an advertiser selects.

Timing matters too. According to the same guidance, business verification can take up to seven business days. Build that into any launch plan.

Which businesses are restricted from ChatGPT Ads in South Africa?

Healthcare and financial services businesses face the most ChatGPT Ads restrictions in South Africa. OpenAI’s advertising policies state that ads for health services and financial services outside the US are generally prohibited, with some approvals granted case by case. Our day-one testing showed how far these restrictions reach.

Category

What we found on day one

Pharmacies

Significant advertiser eligibility challenges, even when advertising an otherwise acceptable category such as beauty

Medical consultations and clinical services

Prohibited

Health insurance and medical schemes

Prohibited outside the US

Payments and remittances

Not currently permitted in South Africa

Deposit accounts

Restricted to selected approved advertisers

Funeral and life insurance

Restricted to selected approved advertisers

Funeral services (separate from insurance)

Possibly eligible, subject to OpenAI confirming advertiser eligibility

Personal loans

Prohibited

Credit cards, mortgages, investments and general insurance

Additional restrictions and advertiser approval required

The difference between restricted and prohibited matters. A prohibited category cannot advertise at all. A restricted category needs extra approval, which OpenAI grants to selected advertisers on a case-by-case basis.

OpenAI’s policies also rule out some financial ads entirely, including credit repair and debt settlement offers.

OpenAI assesses your whole business before your ad

This was our most important finding. OpenAI looks at the advertiser’s primary business and wider website, beyond the specific product in the ad. Its policies state that OpenAI considers an advertiser’s primary business model and offerings when deciding eligibility.

In practice, a pharmacy that wants to promote its beauty range may still be restricted, because its core business is pharmacy. The same logic applies to a financial services provider promoting a product that would otherwise be acceptable.

Brands with a broad product range should review their whole website before planning a ChatGPT Ads campaign. What sits on your site can affect what you are allowed to advertise.

How should SA brands check ChatGPT Ads eligibility before launching?

South African brands should run a policy check before any ChatGPT Ads setup work begins. That check should cover the advertiser’s primary business, the products being advertised, South African category restrictions and any approval requirements. Doing this first identifies blockers before time and budget go into tracking and creative.

We now recommend reviewing four areas for every prospective advertiser:

  • Primary business and website: Does your core offering, or content on your website, fall into a restricted or prohibited category?
  • Products or services to advertise: Is the specific offering eligible on its own?
  • South African category restrictions: Some categories that OpenAI allows in the US are prohibited or restricted here.
  • Verification and approval requirements: Allow time for business and domain verification, as well as any category approvals.

If your category needs approval, wait for OpenAI to confirm eligibility before you start setup. If your core offering is prohibited, focus your budget on channels where you can advertise, such as Google Ads and paid social media.

What this means for SA brands right now

Brands whose categories clearly meet OpenAI’s criteria can move early and build experience while the platform is still new in South Africa. Early campaigns should be treated as tests, with realistic expectations about reach and results.

Brands in restricted categories should keep an eye on policy changes. OpenAI has updated its advertising policies several times since first publishing them in March 2026, so eligibility may shift.

Brands that cannot advertise still have a way into ChatGPT. OpenAI states that ads do not influence ChatGPT’s answers, so organic visibility in AI-generated answers is open to every business. Strong SEO and content marketing help your brand appear in those answers. Our guide to GEO for SA brands explains how.

One more date to note: OpenAI will switch on creative enhancements for new and existing campaigns from 29 October 2026. These can adapt your ad text to the conversation, so review the setting before your campaigns go live.

Check your eligibility first

ChatGPT Ads gives South African brands a new way to reach people while they research, but eligibility comes first. Our clearest day-one lesson was this: check your category and your whole business against OpenAI’s policies before anyone builds a campaign.

At iLEAD et al, we invite our clients to trial ChatGPT Ads with us where their category is eligible, with full disclosure of the platform’s limitations. We’ll keep testing and update these findings as the platform develops.
